How Cloudflare Measures Traffic Geography

At each of Cloudflare's edge locations in over 200 cities, routers sample IP packet data for every connection they handle. These flow records capture layer-3 details — source and destination IPs, ports, packet sizes — which are then matched against a geolocation database like Maxmind to estimate each request's origin. Imprecise location records are discarded to reduce noise, and the remaining data is aggregated by area to produce a global traffic distribution map.

Heatmaps Reveal the Migration

A direct comparison of daytime Internet traffic in New York City on February 19 and March 18 shows measurable erosion of volume in the urban core over those four weeks.

This geographic rebalancing is not happening in isolation. Overall traffic volume in the monitored metropolitan areas rose between 10% and 40% during the same four-week window, as more people moved their daily activities onto residential connections. The Internet's original design brief — a reliable communications network for times of crisis — is exactly what it is being asked to do again now, at a scale its architects never anticipated.
