Cloudflare for Government Reaches FedRAMP High Certification

Cloudflare has announced that its Cloudflare for Government offering has achieved FedRAMP Class D (High) certified status, with the National Institute of Standards and Technology (NIST) serving as the sponsoring agency. The certification covers systems handling the most sensitive unclassified federal data, including information related to law enforcement, emergency services, financial systems, and national security.

The company is also leveraging the infrastructure built for this FedRAMP High authorization as the foundation for pursuing U.S. Department of Defense Impact Level 4 (DoD IL4) authorization. DoD IL4 is the department's cybersecurity baseline for systems processing controlled unclassified information.

Understanding FedRAMP Levels

FedRAMP is the U.S. government-wide program that standardizes security assessment, authorization, and continuous monitoring for cloud services. Certified status is a formal designation indicating that a federal agency sponsored the full authorization and the FedRAMP Program Management Office verified it.

The jump from Moderate to High is not incremental. The requirements are substantially more complex, and the impact of a control breach is far greater:

  • FedRAMP Class C (Moderate) applies to systems where a compromise could cause serious adverse effects, such as a National Park Service admission system.
  • FedRAMP Class D (High) covers the nation's most sensitive unclassified data. A breach here could be catastrophic, potentially endangering lives or threatening national economic or security interests.

Cloudflare received FedRAMP Moderate authorization in 2022.

One Global Network, Software-Defined Boundaries

The conventional approach for technology providers serving the public sector has been to build separate, isolated, and often feature-limited versions of their commercial platforms. That model frequently left government agencies with technology that lagged commercial innovation by years.

Cloudflare took a different architectural route: a single global network running the same software stack in every data center worldwide. The FedRAMP High offering runs on those same machines with the same services, using software-defined regionality rather than physical isolation. The Data Localization Suite applies precise controls over how and where data is processed and stored, ensuring all traffic inspection and processing for FedRAMP High services occurs exclusively within U.S. data centers.

As a result, federal agencies within the United States receive the same Zero Trust security tools, application performance capabilities, and developer features available to commercial enterprise customers, released on the same schedule.

Defense Community Implications

The systems built for FedRAMP High certification will also underpin the company's DoD IL4 offering. For the defense community, this means the pace of innovation in addressing modern threats will no longer be gated by the slower release cycles typical of physically isolated government cloud environments.

Cloudflare notes it already works with agencies including the Department of State and the Department of Commerce, and sees this milestone as deepening its public sector commitment. The company's stated goal is to help federal agencies adopt modern Zero Trust security architectures, defend against sophisticated DDoS attacks, and deliver faster, more resilient digital services.
