The Business Case Behind Free
Cloudflare's free tier launched alongside the company itself on September 27, 2010. Since then, the number of Internet properties relying on it has grown to millions.
It's a fair question why a company would offer so much for nothing. The answer runs counter to conventional assumptions: the free tier doesn't just align with Cloudflare's mission, it keeps costs down. The company says a generous free version across its Application Services, Cloudflare One, and Developer Platform product families is a deliberate business strategy.
What Drives the Cost of Running a Network
Cloudflare builds and operates its own network, spanning more than 330 cities. It designs its own hardware, interconnects with over 12,500 networks, and manages more than 300 Tbps of capacity on a dedicated global backbone. Three major costs make up about 80% of the company's Cost of Goods Sold (COGS):
- Bandwidth: The largest single cost, covering traffic that traverses the network.
- Hardware: The servers that process the traffic.
- Colocation: Power and space at the data centers housing the hardware.
Additional costs include the SRE team that keeps the network running and payment processor fees.
To move data at that scale, a network normally pays third-party transit providers. But Cloudflare argues that thousands of ISPs don't charge it anything, and hundreds also provide free space in their data centers. The reason, the company says, is its free offering.
Why ISPs Benefit From Cloudflare's Free Customers
Consider a local ISP whose customers are trying to reach sites behind Cloudflare — roughly 20% of the web. Rather than pay a transit provider to reach that traffic, the ISP can peer directly with Cloudflare and exchange traffic at no cost. Cloudflare is one of the most peered networks in the world, and ISPs benefit by cutting out the middleman.
The value proposition goes further. For ISPs that bill based on data usage, faster Internet means more consumption. Hosting Cloudflare's servers in their facilities reduces latency for millions of sites, giving ISPs a direct revenue incentive to offer colocation space for free. Hundreds of ISP partnerships work this way, and the breadth of the web behind Cloudflare — driven by free customers — makes the deal attractive for them.
Free customers also fit elegantly into Cloudflare's capacity planning at scale. Enterprise traffic follows predictable diurnal cycles and is served near users at all times. Free customers fill the idle headroom that enterprise traffic doesn't use, letting Cloudflare offer unmetered bandwidth on the free plan. That traffic is still fast and reliable, just not prioritized in the same way.
This model has guardrails. The free tier must stay a manageable share of total traffic, so the terms of service restrict large-file delivery, such as video, from the free plan. Customers who need to push big files move to paid services like Images or Stream.
Beyond Direct Economics
The free plan delivers other competitive benefits that don't show up directly in the unit economics:
- Threat intelligence: Exposure to a wide, diverse set of traffic exposes the network to attacks it wouldn't otherwise see. The observation gives Cloudflare an early warning system, letting it identify threats and build security products informed by real-world data.
- Fast QA: Free customers are often first to try new features, providing bug reports and product feedback at massive scale immediately after launch.
- Better design: Serving a broad audience, from hobbyists to professionals, pushes the company toward more intuitive products. Some free-tier users become advocates who later introduce Cloudflare to their employers; some end up working at the company.
Recent Expansions to the Free Plan
Cloudflare has announced a series of updates that extend free offerings. As part of this week's release batch:
- Free customers can audit and control AI crawlers accessing their content.
- Turnstile, the privacy-first CAPTCHA alternative, gains granular client-level identification for fraud detection.
- Free plans now include Cloud Access Security Broker (CASB), Data Loss Prevention (DLP), Digital Experience Monitoring (DEX), and Magic Network Monitoring (MNM), each for up to 50 seats.
- A rewritten Leaked Credential Checks (LCC) tool is available to all customers to mitigate account takeover attacks.
- Page Shield Script Monitor, for tracking third-party scripts, is now accessible to every customer.
- API Shield's Schema Validation is free, ensuring only valid requests reach an origin server.
- All tiers get more robust analytics through Security Analytics and DNS GraphQL.
- Sign in with Google is now a login option for the Cloudflare Dashboard.
- The Terraform provider benefits from autogenerated API SDKs for free users.
- Cloudflare Calls' managed TURN service is generally available, free up to 1,000 GB per month.
- Zstandard compression rolls out to all customers, compressing up to 42% faster than Brotli.
- Encrypted Client Hello (ECH) is being rolled out, hiding the Server Name Identifier (SNI) during TLS handshakes for more private browsing.
- All customers can store and query 3 days of Cloudflare Worker logs.
- Service Bindings and Tail Worker requests are now free.
- Image Optimization is free for all customers.
- Speed Brain, which reportedly makes free domains 45% faster, is now enabled.
Cloudflare's free tier is an integrated part of its cost model, product development, and go-to-market strategy, not a charitable add-on. The economics only work because the free traffic itself helps drive down the costs of serving it — a flywheel the company says will keep spinning as both its network and its free offerings expand.
