Open Innovation as the Sovereign Path Forward
As governments worldwide sharpen their focus on digital sovereignty, the tools for achieving it may seem counterintuitive. Rather than walling off technology stacks, open innovation—the collaborative, transparent model that underpins open source software—is emerging as the most effective strategy for nations to secure local benefits while remaining globally connected.
The economy functions much like software: a collaborative endeavor where individual contributions generate spillover benefits for others. Open source development amplifies this dynamic. Contributors build technical and collaboration skills that enhance their employability, and those competencies translate into a more skilled national workforce and a more vibrant startup ecosystem. The resulting code is a public good—non-depletable and freely available across borders. Local businesses and governments can use it at no cost, and developers can build upon it. The result is a virtuous cycle that delivers tangible benefits to communities worldwide.
Consider the DICOM Web Viewer (DWV), an open source medical image viewer. Initially created by a developer in Spain in 2011 using hundreds of other open source projects, DWV accumulated contributions from around the globe over the next decade. When India launched its eSanjeevani telemedicine initiative in 2019—accelerated by the pandemic—the program relied on DWV’s code. Hundreds of thousands of Indians have consulted doctors remotely, benefiting from free, globally developed digital infrastructure. This is one small example of the pervasive public infrastructure that open source provides.
Trust Through Transparency
Open innovation embeds transparency into its methods, which builds trust, facilitates improvement through broader collaboration, and yields more robust innovations. In an era of cautious international relations, open source allows policymakers to track code contributions and identify the organizations using the software. Even strategic competitors can cooperate in such transparent contexts, enacting the principle of “trust but verify.”
The COVID-19 contact-tracing apps illustrate the model’s effectiveness. Many were open sourced to enable privacy audits that boost public confidence. Singapore’s BlueTrace protocol, developed by its government, was later adopted by Australia, Poland, and Canada. International institutions, including the World Health Organization, have also facilitated open source collaboration during the health crisis. These efforts demonstrate how open source enables rapid international cooperation—an approach that holds promise in fields from automotive to telecommunications.
Building Sovereign Capability Through Open Models
Open innovation will shape a new industrial policy for the decade ahead. Nations investing in technology and seeking to balance shared digital infrastructure with sovereignty will find that open innovation resolves the dilemma: local benefits flow only if global interconnection and open source availability are assured. Any nation restricting access or collaboration on open source risks isolating itself from these benefits and losing competitive ground.
This places a burden on the open source community to educate policymakers about its value. Progress is underway—the European Commission is establishing an Open Source Programme Office to implement its open source strategy, a positive step toward building governmental expertise. Other governments would benefit from forking, i.e., replicating, such an initiative. As the new decade unfolds, open innovation stands as the quintessential tool for achieving digital sovereignty and advancing human progress.
