Internet traffic shifts as lockdowns spread
With COVID-19 pushing millions of people into home offices and remote learning, the Internet has become the main channel for work, education and social contact. Cloudflare's Network Operating Center has been watching traffic across the more than 200 cities where the company operates hardware, and the patterns confirm a broad migration from business and university networks to residential broadband.
Large traffic shifts are not new — sporting events, cultural broadcasts and religious holidays all cause predictable spikes. What is unusual now is the geographic breadth and persistence of the changes.
Addresses to the nation move the needle
Government announcements have produced some of the most visible effects. When the US President declared a State of Emergency on a Friday evening, Cloudflare's US data centers saw traffic rise 20% above normal within a short window. The Friday curve (in red) sits clearly above the grey lines for preceding days.

The Netherlands offers a contrasting example. When the Dutch government announced closures of non-essential businesses on Sunday, March 15 at 17:30 local time, traffic dropped sharply from the usual Sunday pattern rather than spiking.

French President Emmanuel Macron addressed the nation twice — on March 12 and March 16, both at 20:00 local time. The second address, which announced a lockdown, caused French traffic to drop by half before rebounding in a pronounced spike.

Quarantine changes daily usage patterns
Italy, one of the first countries to impose broad restrictions, has seen daily traffic rise between 20% and 40% since the lockdown began.

University closures have a distinct signature: several national research networks now show traffic that barely rises above weekend levels. In the chart below, the current day (red) overlaps almost entirely with previous days (grey), indicating that the usual weekday surge driven by campus activity has vanished.

Exchange points confirm the trend
Internet Exchange Points (IXPs), where service providers and content companies interconnect directly, publish aggregate traffic graphs that independently confirm the shift. Amsterdam's AMS-IX, London's LINX and Frankfurt's DE-CIX all show increases of roughly 10–20% from around March 9.


The Milan exchange (MXP-IX), located in the region hit hardest early in the European outbreak, recorded a 40% increase on Wednesday, March 11 — the day the quarantine took effect.

In Asia, Hong Kong's HKIX shows a steeper upward trend starting in late January, which aligns with the Hubei lockdown that began on January 23.

The overall picture varies by region and by the stage of government intervention, with measured increases ranging from 10% to 40%. Individual services may occasionally stumble under the load, but the core infrastructure continues to carry the traffic. The Internet was designed to handle changing demand patterns — and it is being tested on a global scale.
