A Queue to Keep Vaccine Registration Sites Standing
Distributing a COVID-19 vaccine involves a logistical chain that includes determining eligibility, scheduling appointments, ensuring cold-chain transport, and managing second doses. While Cloudflare cannot assist with the physical side of that chain, it identified a specific digital bottleneck it could address: the predictable crash of registration websites the moment appointment slots open.
To tackle that problem, Cloudflare has launched Project Fair Shot. The initiative makes the company's new Waiting Room service available at no cost to any government, municipality, hospital, pharmacy, or other organization responsible for COVID-19 vaccine distribution. The offer is open to eligible groups worldwide and will remain free until at least July 1, 2021, or longer if appointment demand continues to outpace supply.
The Real-World Failure Point
The collapse of vaccine scheduling sites under load is not a hypothetical scenario. Cloudflare cites a recent incident involving a senior team member's wife, who attempted to register her parents for vaccination appointments. Her parents met all eligibility criteria, and the municipal site was set to open registration at noon. When that moment arrived, the site crashed immediately—not due to malicious traffic, but simply because of the sheer volume of legitimate users attempting to access it simultaneously.
The solution, as she pointed out, was not new: organize traffic into an orderly queue so the backend never gets overwhelmed.
How the Waiting Room Works
Cloudflare was already building this capability, though not with vaccine distribution in mind. The company had identified a recurring client need around fairly allocating scarce digital access—whether for concert tickets, limited sneaker releases, or popular national park reservations.
The mechanism relies on opening registration before the actual sale begins. Visitors to the site ahead of the drop are placed into a queue. At the moment before the sale opens, the queue's order is randomly shuffled to ensure fairness. Users are then admitted sequentially based on their new random position, with the number of active sessions capped at whatever the backend can handle.
The Waiting Room service is deployed in front of existing registration sites without requiring code changes or hardware installation. A simple DNS change routes traffic through Cloudflare, and the Waiting Room configuration governs how many users are allowed through at any given time.
An Accelerated Launch
Waiting Room was originally slated for release in February. The repeated failures of vaccine registration sites, and the resulting frustration among eligible individuals, prompted Cloudflare to move the launch earlier and offer the service free of charge to organizations involved in vaccine distribution.
Qualifying organizations can apply through the Project Fair Shot website.
Scope of the Commitment
The service remains free for qualified organizations until at least July 1, 2021, with the possibility of an extension if demand for vaccine appointments still exceeds supply. Cloudflare acknowledges that it cannot help with other logistical challenges—medical cold storage and vaccine administration are outside its expertise—but the company positioned this effort as a way to support the broader distribution effort with its core infrastructure capabilities.
